(big sigh) at least I know I'm not crazy now...well.
I really wanted to use the distort effect to give my piece the perspective it needs. It seems the freeform just changes the height and width of the entire layer.

You may still be able to do what you want, and it's worth a try.
To learn how to distort (or skew) a Layer (Reference Layer, after Effects > Orientation > Free Transform is selected), read the following:
Painter X Help > Help Topics > Contents tab >
LayersClick the
Plus sign to the left of Layers, then click
Editing Layers.
On the right panel, near the top, click the link named
Working with Reference Layers. Then read the sub section named
To transform a reference layer, and the instructions to
Skew a reference layer.
