Is there a reason you have not upgraded VP to SP3?
Painter's minimum system requirements are Xp with SP3 applied.

if you did absolutely anything to modify the initial install in your programs folder the patch will not take....
the only sure fire workaround is to uninstall/reinstall the application from the original source then apply the patch on top of that...
uninstall is just throwin' it in the trash on a mac...

to check the version info go to your programs folder/Corel/Corel Painter 11 and locate the Painter 11.exe and check the properties... version number should be 11.0.1.42
to get it to launch, you can try launching it with the shift key pressed...
if that still doesn't work... well, reinstalling Painter from the CD then applying the ...

If you have a release version of Painter 11 on your system (or with the Hot Fix installed for windows users) then you can install the patch directly 'on' that version of Painter 11.
Ensure you back-up any customizations ( workspaces, brushes etc) before doing the update just in case ;)

The patch for Painter 11 will be available today... should go live at about 11am EST... so anytime after that just hit the 'check for updates' to get the patch...

This appear to be a permissions issue.
Did you get a dialog to enter your admin password before getting this error?
Did you install Painter as an admin user?
Was everything OK prior to installing Snow Leopard?

Painter X.1 seems to work fine with Snow Leopard.
I have not tested it exhaustively, but with some time in it I have not experienced any issues
If / When you upgrade please follow up with your experience and let us know what you find
