No, the HSV Numbers shouldn't change to percentages, only to numbers anywhere from 0 to 255 to represent the Hue, Saturation, and Value of the 256 RGB Colors.

It will only be a Brush Libary folder after you first use the Import Library command, locate the appropriate .BRS file, highlight it, and wait while Painter 11 (or another post-Painter 6 version) ...

Sometimes the User folder files are hidden. Elaina may be able to tell how to make them visible. Then the path Joe and I provided should work for you.
I don't use Windows Vista so you may need to ask Elaina ("Nightshadow") how to do this. You can send her a private message from The PainterFactory. This can be done via her Profile ...
