Distort Tool problem in Leopard; also, feature request for it

Hi folks, I've been having a problem with the Distort tool (Effects/Orientation/Distort) since I upgraded my Intel Mac to OSX Leopard: When I try to use the control points to distort the selection, I'm unable to affect them. They don't respond to the cursor at all. Has anyone run into this...
