Looking for a painting on video tutorial

I'm a new media artist and recently purchsed Corel being excited at the possibility of painting on video, however information seems to be scant and wondering if someone can point me to tutorials.Working with video in Corel is very different to working with Premiere or After Effects, the timeline is reduced to single frames. As video is 25 or 30 fps, I was expecting some kind of tweening or keyframe option?

    Yah, Painter has litte to do with video software. You're supposed to be able to import .avi and .mov files, I could do this in previous versions, this no longer works for me in Windows, and the Mac version no longer support this at all afaik since the movie support is gone. Painter is digital painting software, for creating static art or designs, it has very little to no support for video, it's nothing like premiere. Painter is like Photoshop, but instead of photo manipulation, it is solely focused on creation. Whoever told you this is a program for "painting onto video" has been pulling your leg, it is in no way comparable to Premiere or After Effects.
