I'm posting this here just for information and in case anyone searches the forum for the error.
Our street had a powercut last night while I was using Painter and this morning when I tried to launch it again I got the "Error 38: re-install from original media" (or something similar). Rather than go through a re-installation, I restarted Protexis Licensing in Services. It appeared that the powercut stopped it running. Painter launched as normal.
Type Services in the Search box.
In Services, scroll down to Protexis Licensing.
Click Start Service.
I suggest to anyone who gets a "re-install from original media" warning to try this first.

You surprise me, Joe. As you are a pro illustrator I would have anticipated you having one of these ...
It's not having to restart Protexis that's the worrying thing, it's the work you could have lost in the process - heaven forbid a deadline having existed.
I'd never considered something like that really but thank you for the suggestion, one I shall definitely act on. It's obviously what every organised pro illustrator has. :-)
Yep, the error 38 seems to be correlated to corel not being able to communicate with the license service.
For Windows 10 it is (October 2019) from arvarto: Corel License Validation Service.
