I'm afraid I don't have 2021, so something might have changed there, but as of 2020, it's under FX among the default brushes, and I've also got a slightly different version in the Blender library (not Blending). Have you tried using the Search toolbar option?
Good idea to try the search, Fuzzyboots. Kahill1918 I happen to have 2021 installed and indeed Hurricane is in the 2021 brush library under F-X. Note that the older libraries are included as well, so if you happen to have another brush you are unable to find consider switching to the library you used previously. If you want to use it in the new library, simply export the brush variant, switch back to the 2021 library and re-import it.
You can try a search of whole PC at C:/ and search for hurricane.xml (or any brush name or part of the name like hurr .xml) or start in any folder where you think it may be.
IIRC all brushes at least have a .xml (some have .nib or .jpg) and a search will show you the path which usually includes the .pws and brushlibrary and brushcategory.
A very handy free search engine is "everything".
