I just got a Cintiq 24, and have been putting through the paces, and when I got to PAinter 2019, I encountered the titular problem of this post:
Painter 2019 makes a straight line while drawing on Cintiq 24.
Like, I am in the middle of drawing something, and a line suddenly shoots off from where the contact point is, randomly, and straight.
How do I fix this? It is making it impossible to use Painter.
Most artists find this behvaior tied to specific Wacom drivers. To my knowledge, the following driver should improve the situation:

But I am hesitant, as I have the most up-to-date ones already installed.
And the line issue simply does not happen with any other program, so I am uncertain as to why it would be a Wacom issue... other programs not affected include Corel Painter 2017, as I installed it afterwards, to reference, and 2017 works perfectly.
Some time back I had the same issue with a Cintiq24, but a just a year back also had the issue on my wife's Toshiba Tablet PC. The issue with the Toshiba was just the touch interfering with the pen.
With the Cintiq24 it was the usual windows cocktail of unexpected combinations... the Wacom driver update combined with the latest windows updates (it's ALWAYS the updates, just after things get stable!) combined with the version of Painter at the time (2017 I think it was). I dunno why Painter is always the one program at the crossroads of where windows and Wacom drivers disagree, must be a tricky balancing act....
The company who ended up sorting out a fix was WACOM with a new update.
In the meantime there were suggestions that worked for a bit at the time, one was to go back to a particular Wacom driver, one was to turn off windows inkspace, which was interfering with the Wacom driver somehow.
I do recall the inkspace fix worked with some success but it didn't last forever. Luckily the Wacom update came in and fixed it.
The current version of everything is working perfectly well at the moment on my own hardware, that one other ingredient in the cocktail which makes our two systems behave unexpectedly different.
Try switching off Windows Inkspace and also rolling back to an older Wacom driver....
